Combine ground beef with the shiitake mushrooms, soy sauce, sugar, mirin, oyster sauce, minced garlic, sesame oil, and black pepper; mix well to marinate.

Heat oil over medium-high heat, add the white parts of the green onions and the onion, and sauté for about 3 minutes until lightly browned.

Add the marinated beef and cook for about 7 minutes until most of the liquid has evaporated.

Once the beef is fully cooked, turn off the heat and mix in the chilies, green onion tops, and sesame oil.

Serve hot rice in a bowl, top with the beef bulgogi, and finish with green onions and sesame seeds.
