Prepare the vegetables by cutting the red and orange bell peppers into large chunks, and slice the red onion into similar-sized pieces.

Place the sirloin steak in the freezer for about 15 minutes to firm it up, then slice it into thin, bite-sized pieces.

Place the sliced beef in a bowl, add a little cornstarch and soy sauce, and mix well, then set aside.

Make the sauce by combining soy sauce, water, rice wine vinegar, mirin, toasted sesame oil, and brown sugar in a bowl. Stir to dissolve the sugar, then add cornstarch, minced ginger, and minced garlic. Mix everything together and set aside.

Heat neutral oil in a large stainless steel skillet over high heat. Add the beef in batches and sear for about a minute until browned.

Add the peppers and onions, cooking for a couple of minutes. Add a touch of water to help lift and dissolve the browned bits stuck to the bottom of the skillet, scraping with a spatula as you go.

Pour in the sauce and cook for a few minutes until it thickens and becomes glossy and bubbly as the cornstarch activates and the sugar dissolves.

Add the beef back into the skillet and cook everything together for about a minute.
