Cut 1 pound of chicken breast into bite-sized pieces, slicing against the grain to ensure tenderness.

In a bowl, combine the chicken with soy sauce, Shaoxing wine, white pepper, baking soda, cornstarch, and neutral oil. Mix well to marinate.

Prepare all vegetables: thinly slice the white parts of green onions, cut the green parts into 2-inch pieces, mince garlic, grate ginger, cut onion and bell peppers into bite-sized pieces.

Make the sauce by combining soy sauce, oyster sauce, dark soy sauce, sugar, Shaoxing wine, chicken bouillon powder, water, and cornstarch in a small bowl. Mix well.

Heat a large wok or pan over high heat with 2 tablespoons of oil. Once hot, add the marinated chicken, spread it evenly, and sear for 1-2 minutes until the bottom is golden brown.

Continue stir-frying for about 3 minutes until the chicken is fully cooked through. Remove from the pan and set aside.

In the same pan, heat 1 tablespoon of oil over high heat. Add the onions, spread them out, and let them char for about 1 minute.

Add the white parts of green onions, garlic, and ginger, then stir-fry for about 30 seconds until fragrant. Add bell peppers and stir-fry for 1-2 minutes until tender-crisp.

Return the cooked chicken to the pan, pour in the sauce, and stir-fry vigorously for about 1 minute until the sauce thickens and coats everything.

Turn off the heat and add the remaining green onion parts, toasted sesame oil, and black pepper. Mix well, adjusting the amount of pepper to taste.
