Place a pot over medium-high heat. Add oil and butter, allowing the butter to melt completely.

Add the chopped onion and sauté for about 2 minutes, then add the shredded carrots and cook for 1 minute more.

Add the minced garlic and sauté for 30 seconds.

Sprinkle in the flour and cook for about 1 minute.

Add all the spices: salt, black pepper, smoked paprika, chicken bouillon, mustard powder, and nutmeg. Mix well.

Slowly pour in the chicken broth, adding a little at a time, to help dissolve the flour and create a smooth base.

Bring the soup to a simmer and let it thicken.

Add the heavy cream and mix well. Reduce heat to medium-low and bring to a simmer.

Simmer for about 3 minutes until the soup thickens further, then taste and adjust salt as needed.

Add the broccoli florets, mix well, and cook for about 15 minutes until the broccoli is fully tender.

Remove from heat and add the shredded cheddar cheese, stirring until completely melted.

Serve the soup hot.
