Place a pot over medium-high heat. Add oil and butter, allowing the butter to melt completely.

Add the finely chopped onion and sauté for about 2 minutes until softened.

Stir in the shredded carrots, mix well, and cook for 1 minute.

Add the minced garlic and sauté for 30 seconds.

Sprinkle the flour over the mixture, stir well, and cook for 1 minute.

Add all the spices (salt, black pepper, smoked paprika, chicken bouillon, mustard powder, and nutmeg) and mix thoroughly.

Gradually pour in the chicken broth slowly, adding a little at a time while stirring to dissolve the flour.

Allow the mixture to come to a simmer. Once the base has thickened nicely, mix well.

Stir in the heavy cream or half-and-half, mixing well. Reduce heat to medium-low and bring to a gentle simmer.

After 3 minutes, taste the soup and adjust the salt if needed.

Add the chopped broccoli florets, stir to combine, and cook for 15 minutes until the broccoli is fully cooked and tender.

Add the shredded cheddar cheese gradually, a little at a time, stirring constantly until all the cheese is melted and incorporated.
