Combine the dry ingredients in the stand mixer bowl: flour, granulated sugar, salt, instant yeast, ground cinnamon, and ground nutmeg.

Melt unsalted butter in a microwave-safe bowl in short intervals, stirring between each. Add microwaved milk and sour cream, then microwave again for 15 seconds until warm.

Pour the warm wet ingredients and the egg into the dry ingredients, and give it an initial mix by hand.

Add vanilla extract and use the stand mixer with the hook attachment on medium-low speed for 8 to 10 minutes until the dough becomes smooth, stretchy, and tacky but doesn't stick to clean fingers.

Place the dough in a bowl, cover it loosely, and let it rise in a warm place for about an hour until doubled in size.

Mix dulce de leche and room-temperature softened butter together until smooth to create the wet filling layer.

In another small bowl, mix brown sugar and ground cinnamon together for the dry filling.

On a lightly floured surface, gently pat and stretch the dough into a 12 by 18-inch rectangle.

Spread the dulce de leche and butter mixture evenly over the dough, leaving about half an inch free on one short side. Sprinkle the cinnamon sugar mixture over the top.

Starting from one short end, roll up the dough tightly into a log. Using dental floss or a sharp knife, cut the roll into 9 equal pieces.

Butter a 9x9-inch baking pan and arrange the 9 rolls in three rows of three. Cover and let them rise in a warm place for about 30 minutes until doubled. Preheat the oven to 350°F.

Mix softened cream cheese, dulce de leche, a pinch of salt, and softened butter. Add powdered sugar, vanilla extract, and milk, adjusting the consistency to your preference.

Bake the cinnamon rolls in the preheated 350°F oven until golden brown.

Remove from the oven and drizzle about one-third of the frosting over the hot rolls. Let them cool for 5 minutes, then add the remaining frosting.
