Finely mince five cloves of garlic. Separate two green onions: chop the stem parts into small pieces and cut the leafy sections into 2-inch lengths, keeping them separate as they will be used at different times.

Cut the red bell pepper into triangular strips for better presentation. Cut the asparagus into approximately 3-inch sections with diagonal cuts to improve the dish's appearance.

Cut the cod fillet into approximately 2 by 2 inch pieces. Season with salt and white pepper powder, then mix well. Coat evenly with cornstarch, ensuring every piece is well covered.

Mix cornstarch with water or unsalted chicken broth and stir until the cornstarch is completely dissolved to create a thickening mixture.

Heat oil in a hot pan over medium-high heat. Add a pinch of salt and sugar to the oil, then immediately add the red bell pepper. Stir fry for about 30 seconds and remove from the pan.

Add more oil to the pan with salt and sugar, then add the asparagus. Stir fry for 2 to 3 minutes depending on thickness. After about 1 minute, add rice wine and continue stir frying until done. The wine elevates the flavor; it can be omitted if needed. Remove from the pan when cooked.

Add more oil to the pan and spread out the fish pieces. Pan fry until the bottom is golden to deep golden brown, then flip and fry the other side. Depending on thickness, pan fry for a total of 6 to 8 minutes. Near the end, add the green onion stem pieces and let them briefly sizzle in the oil to release flavor, then mix with the fish. Remove everything from the pan when done.

Using the remaining oil in the pan, sauté the minced garlic until fragrant but before it turns brown. Add the cornstarch mixture, stirring well as cornstarch tends to settle. Quickly season with soy sauce, dark soy sauce, and sugar, stirring until the sauce thickens.

Return the cooked bell pepper, asparagus, and green onion leaves to the pan. Add crushed black pepper and sesame oil. Give it a few quick tosses to mix. Finally, add the pan-fried fish and gently toss everything together until combined.
