Heat oil in a skillet over high heat. Cook onion, garlic, celery, and carrot until softened, about 5 minutes. Add beef and break it up as it cooks until no pink remains. Add two-thirds of the tomato passata along with remaining meat sauce ingredients, then simmer on low heat for 10 minutes.

Meanwhile, add topping sauce ingredients to the remaining passata in the bottle and shake to combine. Whisk ricotta ingredients vigorously in a bowl until it resembles whipped cream.

Assemble the lasagna: Remove half the meat sauce into a bowl. Slide lasagna sheets under the meat sauce to cover the base (breaking as needed), cover with meat sauce, add more lasagna sheets, pour the reserved meat sauce from the bowl, and top with the final layer of lasagna sheets. Pour the topping sauce over, dollop with ricotta mixture, and cover with shredded mozzarella. Bake at 180°C (350°F) or 160°C fan for 30 minutes, let stand for 10 minutes, then cut and serve.
