Clean the large green onion and remove the roots and tough outer skin. Slice beef into strips about 5 inches long and gently pound with the back of the knife blade to tenderize and flatten.

Prepare the marinade by mixing the beef strips with chopped green onion, minced garlic, 1 teaspoon sugar, 2 teaspoons soy sauce, black pepper, and 2 teaspoons sesame oil. Use your hands to mix thoroughly.

Peel and wash the carrot, then cut into strips approximately 4 inches long and half an inch thick. Microwave for about 1 minute to partially cook so they are easier to skewer.

Using 6-inch wooden skewers, prepare 5 skewers by threading them alternately with green onion segments, carrot strips, and marinated beef, starting and ending with green onion.

Lightly sprinkle about 1/4 teaspoon salt on each skewer and coat evenly with 1/4 cup flour on both sides.

Crack 3 eggs into a bowl and beat thoroughly until well combined.

Heat two large skillets over medium heat and add oil. Dip the flour-coated skewers into the egg mixture and place them in the hot oil.

Cook for about 2 minutes, then flip and continue cooking on the other side. Maintain medium-low heat to prevent burning. The skewers are done when the green onion is soft and the beef and carrot are fully cooked.

Make the dipping sauce by combining 1/2 green onion, 1 tablespoon soy sauce, 1 tablespoon vinegar, and toasted sesame seeds.

Plate the cooked skewers and serve with the dipping sauce.
