Prepare the seafood: clean and chop the squid (removing the bone and skin), peel and devein the shrimp, and rinse the clams. Ensure the total weight is approximately 1 pound.

Mince or chop the prepared seafood and place it in a bowl.

Add the chopped green onions, green chili pepper, and minced red carrot to the bowl with seafood.

Beat in 1 egg, then add half cup flour, half cup potato starch, and half cup water to form the batter.

Season with fish sauce, salt, black pepper, and sesame oil. Mix everything thoroughly with a spoon until well combined and colorful.

Heat a skillet over medium heat and add a generous amount of oil. Pour in batter to form a pancake approximately 3 inches wide and half an inch thick.

Cook for about 2 minutes until the bottom becomes crispy. Flip the pancake and continue cooking for another 2–3 minutes over medium or medium-high heat until both sides are golden and crispy.

Transfer the finished seafood pancakes to a plate. Serve as a main dish or alongside rice as a side dish.
