Prepare all ingredients: mince garlic, cut green onions into white pieces and leafy sections (kept separate), slice onion and red bell pepper into strips, cut broccoli into bite-sized florets, and rinse shrimp with cold water and pat dry.

Marinate the shrimp with salt, sugar, baking soda, rice wine, cornstarch, and white pepper powder to make them succulent and reduce fishiness. Mix evenly and add a touch of sesame oil.

Slice beef against the grain to ensure tenderness. Marinate with water, soy sauce, dark soy sauce, oyster sauce, sugar, baking soda, cornstarch, and black pepper. Mix until liquid is absorbed, then add cooking oil and sesame oil.

Boil water in a pot and cook the fresh noodles for about 7 minutes until done. Do not cover the pot. Drain the cooked noodles and set aside.

Heat oil in a pan over medium-high heat, add a pinch of sugar and salt, then quickly stir-fry bell pepper for 10–15 seconds and onion for another 10–15 seconds until just cooked through but still crisp. Remove and set aside.

Add salt and sugar to the remaining oil, stir-fry broccoli for about 30 seconds, then add rice wine and stir-fry for 20–30 more seconds. Remove and set aside.

Wipe the pan clean, add fresh oil, spread the shrimp in the pan, add a quarter of the chopped green onion stems, and pan-fry until the bottom is golden brown. Flip and continue frying while mixing the green onion with the shrimp. When both sides are golden, add a third of the minced garlic, stir briefly, then add dark soy sauce for color. Remove and set aside.

Spread the beef in the pan and pan-fry until the bottom is golden. Flip, add the remaining minced garlic and rice wine, toss to mix. Add dark soy sauce for color, then when evenly colored, add 1 tablespoon of water to create a glossy sauce from the cornstarch coating. Toss briefly and remove.

Add fresh oil to the pan, infuse it with the remaining green onion stems, then add the remaining minced garlic and let it sizzle. Before the garlic turns golden, add the noodles and stir-fry so the aromatics are evenly distributed. Season with soy sauce and dark soy sauce, and continue stir-frying until the color is even.

Add the chicken broth, cover the pan, lower heat to medium-low, and braise the noodles for 1 minute. After 1 minute, increase heat back to medium-high and return all the cooked shrimp, beef, broccoli, onion, and bell pepper to the pan. Add the green onion greens and crushed black pepper, mix everything together, and serve.
