Ingredients
cod fillet
1 lb
salt
½ tsp
ground black pepper
¼ tsp
potato starch
2 tbsp
medium onion
1
garlic cloves
2
dried kelp
palm-sized piece

soy sauce powder
1 tbsp
red chili flakes
2 tsp
water
1¼ cups
green chili pepper

Steps

Thaw the frozen cod fillet (overnight in the refrigerator works well). Cut the fillet into appropriate-sized pieces.

Season the cod pieces with salt and ground black pepper. Refrigerate for 30 minutes to allow flavors to distribute evenly.

Pat the cod dry with paper towels, then coat evenly with potato starch or flour for better texture and a glossy finish.

Line the bottom of the pan with sliced onion to prevent the fish from sticking.

Add the dried kelp to the pot along with soy sauce powder, red chili flakes, and water. Bring to a boil over medium-high heat.

After about 3 minutes of boiling, gently place the cod pieces into the pot and reduce heat to medium. Cover and simmer for 5 minutes.

After 5 minutes, flip the cod pieces and add the green chili pepper and scallion. Add additional water if needed to maintain adequate sauce.

Continue simmering for another 5 minutes until the cod is fully cooked. Turn off the heat. The fish should be tender and melt in your mouth.
