Cut the chicken into bite-sized pieces and marinate with salt, sugar, white pepper powder, garlic powder, and rice wine. Mix evenly and let rest for about 15 minutes to infuse flavors.

Finely mince 2 cloves of garlic and cut a quarter onion into bite-sized pieces. Cut bell peppers into chunks. Cut the green onion into 2-inch segments, keeping the stem and leafy parts separate for use at different stages.

Mix cornstarch with cold water and stir until all the cornstarch completely dissolves.

Combine cornstarch, all-purpose flour, a pinch of baking soda, water, and cooking oil, mixing until you have a smooth batter.

Heat oil to 175°C (350°F). Once the oil reaches temperature, carefully add the battered chicken pieces one by one, avoiding overcrowding—fry in batches if needed. Do not disturb the chicken for the first minute. After 1 minute, gently separate any pieces stuck together. Adjust heat to maintain oil temperature at roughly 165°C (330°F) and fry for a total of 3 minutes.

Remove the chicken from the oil and let it rest for 5 to 10 minutes. Then increase the oil temperature to 205°C (400°F) and fry the chicken again for only 30 seconds to enhance crispiness. Once 30 seconds is up, remove the chicken and set it aside.

Add a little oil to a hot pan over medium-high heat. When hot, add a pinch of sugar and salt, then immediately add the green onion stems, bell pepper, and onion. Stir fry for about 1 minute to remove the raw taste. Remove everything from the pan after 1 minute.

Add a bit more oil if needed and reduce heat to low. Sauté the minced garlic briefly. Then add ketchup, sugar, a touch of soy sauce, and salt, mixing well. Pour in the cornstarch and water mixture and stir as it comes to a boil and thickens into a sauce.

Once the sauce reaches the desired consistency, turn off the heat. Add sesame oil and vinegar (add vinegar last since it loses flavor quickly when boiled). Mix the sesame oil and vinegar into the sauce, then add back the stir-fried bell pepper, onion, and green onion leaves.

Add the fried chicken to the pan and gently toss everything together until evenly coated with the sweet and sour sauce. Serve immediately.
