Heat oil in a large pan or skillet. Once hot, add the ground beef with a pinch of salt and black pepper, and brown the meat until golden.

Toast the dried chiles in the same pan, being careful not to burn them. Add the tomatoes, onion, and garlic, and continue cooking.

Once the tomatoes and chiles are soft, mash or blend them together to create a sauce. Add a pinch of salt and some water, and let the mixture simmer briefly.

Once the beef is cooked, remove it from the pan. In the same pan's oil, add thinly sliced onion and jalapeño peppers, and sauté until softened.

Begin assembling the mulitas. In a hot skillet, layer cheese, then a tortilla, then more cheese and beef, and finally top with another tortilla.

Fry until one side turns golden brown, then carefully flip the layered tortilla and cook until the other side is also golden and the cheese is melted.

Place the cooked mulita on a plate and top with fresh cilantro and the sautéed onion and jalapeño mixture. Add the chile sauce if desired.
