Prepare the sauce base: Lightly toast the tomatoes, onion, Puya chiles, and Chile de árbol over heat, then transfer them to hot water and cook until very tender.

Prepare the tuna ingredients: Chop the onion and garlic finely, and grate the carrots.

Cook the tuna: Fry the canned tuna in hot oil, add tomatoes, onion, carrots, and Serrano chile, and cook until fully cooked and slightly browned.

Make the sauce: Blend the cooked chiles with a small amount of water and salt, being careful not to add too much liquid to avoid a watery sauce.

Assemble the taquitos: Place the sauce, cooked tuna, and Oaxaca cheese on a corn tortilla and roll tightly.
