Prepare all ingredients: mince the garlic cloves, cut onion into strips approximately 1.5 inches long, slice celery and cut into 1-inch sections, divide cabbage into strips then cut into thin shreds, and cut carrots into slices then strips and finally 1-inch sections.

Marinate the ground chicken with soy sauce, oyster sauce, dark soy sauce, sugar, water, cornstarch, and white pepper powder, then mix in sesame oil until well combined.

Prepare the cornstarch and water mixture by combining cornstarch with cold water and stirring until the cornstarch fully dissolves.

Stir-fry onion and celery: heat oil in a pan over medium-high heat, add a little sugar and salt, then immediately add the celery and onion, stir-fry for about 30 seconds, and remove from pan.

Stir-fry cabbage and carrot: add more oil to the pan, add half of the minced garlic and let it sizzle, add the cabbage and carrot, mix well and season with sugar and salt, stir-fry for another 40 seconds, then remove from pan.

Stir-fry the ground chicken: add more oil to the pan, spread the chicken and break it apart while stir-frying, when the chicken is almost done add the remaining garlic and continue cooking until fully cooked.

Combine all ingredients: return all the cooked vegetables and chicken to the pan, add the cornstarch and water mixture, distribute evenly throughout and stir-fry for about 30 more seconds.

Season the filling: add white pepper powder and sesame oil to taste, stir-fry to mix well, remove from heat and allow to cool before wrapping.

Prepare the flour paste: mix all-purpose flour with water to create an adhesive for sealing the spring rolls.

Wrap the spring rolls: place a wrapper flat with corners pointing up and down, add 2 tablespoons of filling, fold up the bottom corner snugly over the filling, fold the side corners toward the center, apply flour paste to the top edges, and roll up tightly to seal.

Deep fry the spring rolls: heat cooking oil to 400°F (200°C), gently place the spring rolls in and fry for 6 minutes, turning occasionally for even browning, remove when golden and drain on a cooling rack or paper towel.
