Preheat the oven to 350°F (175°C).

In a large bowl, combine the dry ingredients: flour, granulated sugar, baking soda, baking powder, and kosher salt. Whisk until well combined.

Cut the butter into tablespoon-sized pieces and place in another large bowl. Microwave in 15-second increments until mostly melted, stirring occasionally. It's fine if some butter pieces remain partially solid.

Add the warmed milk, warmed sour cream, and egg whites to the butter. Mix well until everything is combined into a silky, smooth mixture.

Stir in the vanilla extract and mix until fully incorporated.

Pour the wet ingredients into the dry ingredients. Gently fold together with a spatula just until the flour disappears. Do not overmix.

Fill the cupcake liners about two-thirds full with batter using an ice cream scoop.

Bake at 350°F for about 18 minutes, until the centers are springy to the touch. Start checking around 15 minutes.

Remove the cupcakes from the oven and let them cool. In a stand mixer, cream the butter on medium speed for 30 seconds to 1 minute.

Add the powdered sugar in batches of about 2 cups at a time, mixing after each addition.

Add 1 tablespoon of heavy cream and continue mixing to achieve the desired consistency.

Scrape down the bowl, add a pinch of salt, and at least 1 teaspoon of vanilla extract. Mix well.
