While waiting, prepare the vegetables: peel and cut carrots into matchsticks, remove seeds from bell peppers and cut into matchsticks, slice onions into wedges, and mince garlic.

Dust the fish evenly with flour and fry in hot oil until both sides turn golden brown and crispy, then remove and set aside.

In the warm oil left from frying the fish, add the minced garlic and fry slowly until it begins to brown.

Make a cornstarch slurry by mixing cornstarch with water and add half of it first to achieve the desired thickness, stirring well.
