Prepare the Caesar dressing by combining mayonnaise, Parmesan, lemon juice, Worcestershire sauce, Dijon mustard, garlic, anchovy paste, black pepper, and olive oil. Mix until smooth and well combined.

Melt butter in a pan and toast the breadcrumbs, stirring constantly until they begin to turn light golden. Transfer to a bowl to cool for about 40 seconds.

Season the toasted breadcrumbs with salt, black pepper, and Parmesan cheese powder, then mix well and set aside.

Cook the filet mignon by placing it in a hot pan and turning it frequently every couple of minutes, rotating at 45-degree angles and flipping multiple times. Cook until the internal temperature reaches approximately 132°F (medium-rare).

Prepare the romaine lettuce by removing outer leaves and cutting into quarters, then cutting into bite-sized pieces. Place in a bowl and dress lightly with a small amount of Caesar dressing, lemon juice, and black pepper. Mix gently.

Slice the cooked filet into appropriately sized pieces, avoiding chunks that are too large.

Begin assembling the burrito by laying out a tortilla and spreading a layer of Caesar dressing on it. Add a handful of the parmesan panko mixture, then a bed of the dressed romaine. Place the sliced filet on top, add more dressing, and carefully wrap the burrito tightly.

Carefully cut the wrapped burrito in half with a sharp knife. If desired, add thin slices of fresh jalapeño between the cut halves for a spicy kick.
