In a small saucepan, combine the tomato sauce, water, vinegar, and all the sauce spices. Set over medium heat and bring to a simmer, stirring well.

Taste the sauce and add extra cayenne if you'd like it spicier. Reduce heat to low and let it simmer for about 10 minutes until slightly reduced, then set aside.

Heat a pan over medium-high heat until hot, add the ground beef and break it apart. Season with garlic salt, chili powder, paprika, oregano, cumin, and onion powder, and cook for a couple of minutes.

Add the chopped Roma tomato and onion, mix, and cook for about 5 minutes.

Drain off excess grease, then add 2 tablespoons of the prepared sauce and the cornstarch dissolved in 1/4 cup water. Mix and cook for another minute until the taco meat is done.

Preheat the oven to 350°F and prepare two small flour tortillas per pizza.

Heat a little oil on a comal or griddle over medium heat, place the tortilla in, poke a few holes in it, and lightly fry each side for about a minute until golden.

Transfer the lightly fried tortillas to the oven and bake for about 5 minutes until extra crispy.

On one tortilla, spread a layer of refried beans, then add the taco meat, sprinkle on cheese to act as the glue, and top with the second tortilla.

Spread the prepared sauce on top of the tortilla stack, add more cheese, then top with diced tomatoes, green onions, black olives, and jalapeños.

Place the pizza back on the baking sheet, return it to the oven until the cheese melts, then remove and serve.
