Finely mince the beef loin until it reaches a paste-like consistency and set aside.

Prepare freshly cooked rice using 400 grams of dry rice cooked with slightly less water than usual, and let it cool until warm enough to handle.

Finely mince the cilantro, sweet basil, dill, garlic, ginger, and fresh red chilies, and combine them together.

Add salt and oil to the minced beef and mix thoroughly by hand.

Add all the minced herbs and aromatics to the beef mixture and mix well until fully combined.

Add the warm rice to the beef mixture in three batches, pressing and folding with a spatula after each addition until the white rice is mostly incorporated before adding the next portion.

Once the mixture has cooled enough to handle, take approximately 70 grams of the rice-beef mixture, gently cup and compress it between your palms until it forms a firm ball with grains staying together, then set aside.

Repeat the shaping process with the remaining mixture until all the rice-beef mixture is formed into balls.
