Preheat the oven to 350°F and prep a 9 by 13 inch baking pan by coating it lightly with butter or baking spray.

In a medium bowl, combine the all-purpose flour, natural cocoa powder, salt, baking soda, and baking powder. Whisk together until uniform with no cocoa powder streaks.

In a large bowl, add sugar, milk, vegetable oil, four room temperature eggs, and vanilla extract. Whisk until you have a homogeneous wet mixture with no separated ingredients.

Add the flour mixture into the wet mixture and stir until just combined. Do not overmix, as this will result in a dense cake.

Transfer the batter into the prepared 9 by 13 inch baking pan. Bake at 350°F for 15 minutes.

While the cake bakes, prepare the frosting. In a medium pan, melt the butter, whisk in cocoa powder and milk until combined, then gradually add the powdered sugar one cup at a time while whisking until smooth.

Toast the pecans over medium heat on the stovetop while stirring constantly until fragrant, or place on a baking sheet in a 350°F oven and stir every couple of minutes for about 10 minutes until toasted but not burnt.

Remove the cake from the oven and immediately cover the entire top surface with mini marshmallows, allowing the heat from the cake to begin melting them into a gooey layer.

Sprinkle the chopped pecans over the melted marshmallows.

If the frosting thickens too much, add 1 teaspoon to 1 tablespoon of milk and gently reheat until it reaches the desired consistency. Quickly pour or spoon the chocolate frosting evenly over the entire cake, working fast as it sets almost immediately.

Allow the cake to cool to near room temperature, then slice and serve.
