   Peel and dice the potatoes into small pieces. Cut the chicken breast into small dice as well.

   Steam the potato dice and quail eggs for about 8 minutes until the potatoes can be easily pierced with a fork.

   Once cooked, peel the quail eggs and cut them in half.

   Mince the shallots and dice the onion.

   Heat oil to medium-high temperature. Fry the shallots and diced onion until fragrant and the onion becomes translucent.

    Heat vegetable oil until bubbles appear. Dip the top part of the money bag into the oil first, then drop the whole piece in. Fry until the wrapper is crispy and golden brown. (The filling is already cooked, so only the wrapper needs to be crisped.)
