Place the mung beans in the outer pot of a thermal cooker and add the rock sugar. Heat on the stove for a few minutes to begin cooking the beans.

Transfer the heated inner pot to the outer pot and cover with the lid. Use the thermal cooker's insulation to allow the beans to continue cooking slowly. Let it rest for an appropriate amount of time depending on desired tenderness.

Once the beans reach the desired tenderness, open the lid and pour the mung bean liquid into bowls. Allow to cool.

Chill the cooked mung bean liquid in the refrigerator. To serve, place a scoop of matcha ice cream in a bowl, sprinkle with kinako powder, and pour the chilled mung bean liquid over top.
