Toast the sesame seeds in a pan over medium heat for about 5 minutes, stirring constantly until fragrant and slightly warm. If there's excessive moisture, continue roasting. Remove about 1/5 of the seeds to another bowl and let cool slightly.

Continue roasting the reserved sesame seeds until golden and crispy, then turn off heat and let cool completely.

In a pan, heat sugar with water over medium heat. Stir until sugar completely dissolves, then stop stirring and continue heating until it reaches single thread consistency. Test by touching a drop on your finger—it should form a thin thread-like shape.

Remove from heat. Add 1 teaspoon cardamom powder and half cup milk powder to the syrup, mix well. Optionally add 1 tablespoon liquid glucose or honey for shine.

Add the toasted sesame seeds to the sugar mixture and mix well. Turn on the stove to low heat and continue stirring until the mixture becomes thick. Keep mixing until it pulls away from the pan sides and reaches a dough-like consistency. Turn off heat.

Grease a flat pan or board. Transfer the mixture onto it and press down evenly with another greased board or spatula to flatten uniformly. Optionally sprinkle reserved sesame seeds on top for decoration.

Let the mixture cool and set for at least 1 hour at room temperature until completely firm.

Using a sharp knife, cut the set mixture into square pieces or desired shapes. Serve and enjoy.
