Soak the beef in cold water for at least 30 minutes to remove blood.

Bring water to a boil and cook the beef over medium heat for about 30 minutes. Remove, cool, and tear into bite-sized pieces.

Place quail eggs in a pot, pour in water, and add salt and vinegar.

Once the water boils, continue cooking for 5 more minutes. Transfer to cold water and peel the shells off.

Prepare the braising liquid by combining water, soy sauce, and sugar in a pot. Add the peeled quail eggs and beef, and simmer over medium heat for about 20 minutes.

Add shishito peppers 5 minutes before turning off the heat and cook for a final 5 minutes.
