Ingredients
Chicken pieces (legs and thighs)
~2-3 lbs

Dried chiles
Soaked in hot water and deveined
~4-5

Onion
~1 medium
est.
Garlic
~6-8 cloves
est.
Oregano
~1 tsp
est.
Black pepper
~½ tsp
est.
Allspice
~¼ tsp
est.
Cloves
~3-4

Cumin
~1 tsp

Salt
~1 tsp

Tomato, onion, chile (for salsa bandera)
Used to make the side salsa
~2 medium tomatoes, 1/2 onion, 1-2 fresh chiles

White rice
For serving
~2-3 cups

Steps

Soak the dried chiles in hot water until softened, while chopping onion and other ingredients for the salsa.

Mix the chopped onion, tomato, and chile to make a simple salsa (salsa bandera) and set aside.

Remove the softened chiles and let them cool, then add water up to the rack level in a steamer and start heating it.

Blend the cooled chiles with onion, garlic, oregano, black pepper, allspice, cloves, and cumin into a sauce.

Take half of the chicken, sprinkle with a little salt, pour in the chile sauce, and mix well so the chicken is fully coated.

Place two pieces of chicken (one leg and one thigh) along with some sauce onto a sheet of foil, then wrap tightly to prevent the sauce from leaking.

Place the wrapped foil packets into the already boiling steamer and steam.

Once cooked, remove the packets and open the foil to check that the chicken is fully cooked and tender.

Plate the chicken and serve with white rice and the prepared salsa.
