Select a bottom round steak and trim excess fat. Using a meat mallet with the textured side, pound the meat on both sides to tenderize it to roughly quarter-inch thickness.

Prepare the flour coating mixture by combining all-purpose flour, salt, black pepper, onion powder, garlic powder, smoked paprika, and cayenne pepper.

In a bowl, beat together one egg and buttermilk until well combined.

Lightly season the steak with salt and pepper. Dip it into the seasoned flour, coating thoroughly on both sides.

Dip the floured steak into the egg and buttermilk mixture, ensuring it is fully coated.

Dip the steak back into the seasoned flour for a second coating, making sure all edges are covered. Gently shake off excess flour.

Set the breaded steak aside for about 10 minutes while preparing the pepper gravy.

In a warm pan, melt butter. Add about 1 tablespoon of the seasoned flour and a pinch of rosemary, stirring well for about a minute.

Add whole milk and buttermilk, stirring continuously until blended.

Season with plenty of black pepper and a pinch of salt. Bring the gravy to a simmer and cook for about 5 minutes until thickened enough to coat the back of a spoon.

Remove from heat and set the gravy aside to keep warm.

Heat oil to 350°F. Carefully place the breaded steak into the hot oil and fry until deeply golden and crispy, about 3 minutes total.

Remove the fried steak with tongs and place on paper towels to drain. Season lightly with salt while still hot.

Butter both sides of the burger bun and toast until lightly browned and crispy.

Layer thinly shredded iceberg lettuce on the bottom toasted bun.
