In a bowl, combine corned beef, carrot, salt, black pepper, egg, and flour. Mix well.

Heat oil in a pan. Scoop the mixture and form it into balls with your hands.

Fry the corned beef balls for 2 minutes on one side, then flip and fry the other side for 2 minutes until golden.

Remove the fried corned beef balls and set aside.

In the same pot with the oil, sauté garlic and onion until fragrant.

Add ¼ cup corned beef and stir-fry for 1 minute. Pour in water and optionally add beef powder for more flavor.

Add soy sauce and fresh egg noodles. Cook for 2 minutes.

Prepare a slurry of potato starch and water. Add egg and stir well to distribute evenly.

Pour in the starch slurry and continue cooking for 3 minutes until the soup thickens.

Add the corned beef balls (reserve some for garnish) and cook for 2 to 3 minutes.

Transfer to a serving bowl. Top with halved hard boiled egg, remaining corned beef balls, and optionally garnish with chicharon and green onion.
