In a medium bowl, whisk together the flour, baking soda, and salt; set aside.

In a stand mixer fitted with the paddle attachment, beat the room-temperature butter briefly until smooth and creamy.

Add the brown sugar and granulated sugar, then beat on medium speed for about 2 minutes until smooth and combined — avoid over-whipping air into the mixture.

Scrape down the bowl, add the egg and vanilla extract, and beat on medium-low until well combined.

Grease or spray a 9-inch baking pan, transfer the dough in, and press it into an even layer with your hands or an offset spatula. Optionally sprinkle a few extra chocolate chips on top.

Bake at 350°F for 20–25 minutes, until golden and slightly dry on top (start checking at 18 minutes for a 10-inch skillet; if doubling the recipe, bake 15–18 minutes for a 16-inch pizza pan or 25–30 minutes for a 9x13-inch pan, covering partway through if it browns too much).

Once the cake has cooled completely, make the frosting: beat the room-temperature butter with the paddle attachment until smooth.

Add the sifted cocoa powder, powdered sugar, milk, and vanilla extract, then beat on low for about 2 minutes until combined.

Scrape the bowl, then increase to medium speed and beat for about 2 more minutes until light and fluffy; add extra dark cocoa powder if you want a deeper color and firmer texture.
