Preheat the oven to 425°F and line a muffin tin with paper liners.

Sift or whisk together the flour, baking powder, and salt to combine the dry ingredients; set aside.

In a separate large bowl, combine the sugar with the melted butter and sour cream.

Stir in the room-temperature milk, then whisk in the eggs and vanilla until smooth.

Pour the wet mixture into the dry ingredients and gently fold with a spatula just until a few streaks of flour remain—don't overmix.

Fold in the chocolate chips.

Divide the batter evenly among the 12 muffin cups, optionally sprinkling a few extra chocolate chips on top.

Bake at 425°F for 5 minutes, then reduce the temperature to 350°F and continue baking for another 20 minutes until puffed and golden.
