In a large bowl, combine the dry ingredients: flour, baking powder, cinnamon, nutmeg, and salt. Whisk together thoroughly to distribute the spices evenly.

Place the room-temperature butter in the bowl of a stand mixer (or large bowl if using a hand mixer) fitted with a paddle attachment.
