In a medium bowl, combine the balsamic vinegar, honey, mustard, shallots, garlic, and black pepper. Whisk until well combined.

Slowly drizzle in the olive oil while continuously whisking to create an emulsion. Continue whisking until the oil is fully incorporated and the dressing is smooth.
