   Peel and devein the shrimp, removing the head and shell. Make a gentle cut along the back to remove the digestive tract. Gently butterfly each shrimp to straighten it. Rinse the shrimp with cold water and drain well.

   Grind together the scallions, garlic, hot pepper, and ginger into a fine paste.

   Add the ground spice mixture, salt, and sesame oil to the shrimp and mix well. Optionally add soy sauce if desired. Mix to combine thoroughly. You can marinate overnight or proceed immediately.

   Place a seasoned shrimp on a wonton wrapper, leaving the tail exposed. Seal the edges with water or egg wash to prevent opening during frying. Arrange the wrapped shrimp on a tray and refrigerate until ready to fry.

   Gently place the wrapped shrimp into the hot oil and fry over medium heat. Ensure both the shrimp and your work surface are dry to prevent splattering. Fry until golden and crispy, which takes less than a minute. The longer you fry, the darker and crispier it becomes.
