Preheat the oven to 350°F (175°C). Sift and whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt in a large bowl.

Roughly chop the Oreo cookies. Center the cooled cake layer on a cake plate, spread a thick layer of room-temperature hot fudge over it, then sprinkle the chopped Oreos on top and press them in.

Remove the ice cream layer from the freezer, peel off the plastic, and flip it upside down onto the cake, centering it. Cover with the overhanging plastic and freeze for at least 1 hour (can be made days ahead if well wrapped in plastic and foil).

Make the whipped cream: beat the cold heavy cream, powdered sugar, and vanilla in a stand mixer, starting on low and increasing speed. Whip until soft peaks form, then finish by hand to reach firm, pipeable stiff peaks — about 3 minutes total.
