Sift the flour, salt, baking powder, and baking soda into a medium bowl. Whisk well and set aside.

In a large bowl, combine the sugar, oil, and vanilla extract. Zest 2 oranges directly into the bowl. Squeeze both oranges and strain the juice, then add 1/2 cup of the juice to the wet ingredients. Whisk by hand for about 2 minutes until well incorporated.

Add all the flour mixture to the wet ingredients at once. Combine with a rubber spatula until just combined. Then knead the dough by hand for about 2 minutes until smooth. Let rest for 5 minutes.

Preheat the oven to 350°F (180°C) with the oven rack positioned in the center of the oven.

Using an ice cream scoop or your hands, divide the dough into even balls of approximately 25 g each. Place them on a sheet pan lined with parchment paper. This recipe yields 40 cookies.

With your hands, shape each dough ball into a smooth ball, then roll it into a log shape (approximately 11 cm long). Join the ends of the log to form a ring or doughnut shape.

Place the cookies on ungreased baking sheets, spacing them about 1 inch apart.

Bake one sheet at a time on the center rack for 12 minutes or until golden on both sides. Remove from the oven and let cool for 5 minutes on the baking sheet, then transfer to a cooling rack to cool completely. Store in an airtight container at room temperature.
