Season the beef steak with salt, black pepper, garlic powder, and minced garlic cloves. Drizzle with olive oil and mix thoroughly until the meat is well coated with the seasoning mixture.

Add tomatillos, onion, and serrano pepper to a pot of boiling water. Turn off the heat and let them sit for 5 minutes until softened.

Transfer the softened tomatillos, onion, and serrano pepper to a blender. Remove the stem from the serrano, add chicken bouillon and chile de árbol if desired for extra heat, and blend until smooth.

Turn the burner to low heat, pour the blended green salsa into the pot, and add Mexican oregano. Keep on low heat while preparing the beef.

Heat a cast-iron skillet over medium-high heat for about 3 minutes until smoking. Add the seasoned beef pieces and cook for about 1 minute per side. Continue cooking all remaining pieces.

Plate by spooning the green salsa on the bottom, then top with the cooked beef pieces. Serve with rice, black beans, and queso fresco.
