Add 10 New Mexico chile pods and 1/4 onion to a pot. Cover with water, bring to a boil over high heat, then turn off the heat.

Transfer the boiled chiles and onion to a blender.

Add garlic cloves, beef bouillon, ground cumin, oregano, and 3.5 cups of water to the blender with the chiles. Blend until smooth.

Pour the chile sauce into a bowl and set aside.

Cut beef chuck into small cubes and season with 4 teaspoons of salt and 1 tablespoon of black pepper.

Coat the seasoned beef cubes with 4 tablespoons of all-purpose flour, making sure to coat evenly.

Heat 2 teaspoons of oil in a pan over medium-high heat. Once hot, add the beef cubes in a single layer and sear for about 1 minute per side until browned.

Once the beef is seared on both sides, remove it from the pan and repeat the process with the remaining meat.

Reduce heat to medium-low, pour in the chile sauce, and scrape up the browned bits from the bottom of the pan.

Return all the seared beef to the sauce, mix well, and bring to a simmer.

Reduce heat to low, add 2 bay leaves, cover, and simmer for 1 hour and 30 minutes or until the beef is very tender.

Check that the beef is tender, then turn off the heat and serve.
