Prepare ingredients: cut lemon into wedges, separate green onion white and green parts (white for sauce base, green for serving), and hard-boil and wedge the eggs.

Heat oil to at least 350°F (175°C). Carefully fry the rice vermicelli in hot oil for about 45 seconds until golden and crispy, then drain on paper towels.

Boil the shrimp in water for 1–2 minutes until the outer shell turns orange, stirring occasionally for even cooking. Drain and reserve the cooking liquid for the sauce.

Sauté the white part of the green onion in the oil from frying the noodles until softened. Add ground pork and cook until browned, breaking it into fine bits throughout.

Stir in the smoked fish flakes and cook for about 30 seconds, then add annatto powder (or substitute), followed by flour to thicken the sauce.

Crumble in the shrimp cube and stir well. Pour in the reserved shrimp cooking liquid and bring to a gentle boil. Cover and simmer on low heat for about 5 minutes until the sauce reaches the desired thickness.

Taste and adjust seasoning: add onion powder (optional), black pepper, and fish sauce (or salt) to taste.

Plate the crispy noodles and arrange the boiled shrimp, egg wedges, toasted garlic, pork rinds, and green onion around the noodles.

Carefully pour the hot sauce over the crispy noodles and gently toss to combine. Squeeze lemon juice over the dish, add extra green onion and toasted garlic on top, and gently mix once more before serving.
