Rinse the chicken wings with cold water and pat dry. Combine soy sauce, dark soy sauce, rice wine, salt, and white pepper powder. Marinate the wings evenly for at least 20 minutes.

Slice the garlic cloves thinly and cut ginger into thin slices. Chop the onion or shallot into thin pieces. Using a zester or grater, grate the lemon zest, then squeeze out the juice.

Heat oil in a pan over medium-high heat and sauté the onion and ginger until the onion softens and some edges turn golden brown. Add the garlic slices and continue sautéing for about 30 seconds, then remove everything from the pan.

Pan-fry the marinated wings in the pan until the bottom is golden brown, then flip and pan-fry the other side until also golden brown.

Add rice wine, lemon juice, and water to the pan. Return the sautéed onion, ginger, and garlic to the pan. Gently stir to mix everything evenly and allow the liquid to come to a boil.

Add brown sugar and salt, then stir to combine. Cover the pan and let the wings simmer for about 4 minutes until the liquid is reduced by about half.

Flip the wings over, cover the pan again, and continue cooking until the liquid is reduced by about half again.

Remove the lid and flip the wings over to allow the unsubmerged side to pick up color. The sauce will thicken quickly. Once both sides are evenly colored, add dark soy sauce and stir until the color is even.

Add crushed black pepper, lemon zest, and sesame oil. Mix everything evenly and serve.
