Boil salted water and cook the elbow macaroni according to package instructions until tender. Drain and set aside.

Brown the ground beef in a pot, breaking it apart as it cooks. Drain off excess fat using a strainer, then return to the pot.

Add a little fat back to the pot and sauté the onion, garlic, and red bell pepper for about 2 minutes. Add the sliced hotdogs and cook for 1 minute more.

Pour in the UFC Filipino style spaghetti sauce and stir well. Add water and simmer for about 10 minutes. Season with salt and black pepper to taste.

Stir in the fast melting cheese until combined, then mix the entire sauce with the cooked macaroni.

In another pot, melt butter and add all-purpose flour, stirring constantly. Gradually add milk while stirring until the mixture thickens into a white sauce.

Pour the white sauce evenly over the beef macaroni mixture and sprinkle with additional cheese on top.

Bake in a preheated 375°F oven for 18 minutes until the cheese is melted and golden brown.
