Place chicken leg quarters in a pot with sliced ginger and whole scallions.

Add water to cover the chicken and bring to a boil over high heat.

Reduce heat to low and simmer for 8 minutes.

Turn off heat and let the chicken rest in the hot broth for 15 minutes.

Make the scallion sauce: add cooking oil, sliced ginger, scallion pieces, and shallot slices to a saucepan.

Stir over medium-low heat until the aromatics turn golden brown.

Strain through a sieve, pour the oil back into the pan, and reserve the crispy aromatics on the side.

Add soy sauce, oyster sauce, and sugar to the pan and stir over low heat until condensed.
