Combine beef slices with baking soda and mix well. Let sit for 20 to 30 minutes (or up to 1 hour), then rinse thoroughly under running water and pat dry with paper towels.

In a bowl, combine marinade ingredients (cooking wine, cornstarch, brown sugar, white pepper powder, soy sauce, and oyster sauce) and mix well. Add beef and marinate for at least 15 minutes.

Heat cooking oil in a wok over high heat. Add marinated beef and stir-fry for about 2 minutes, stirring frequently to ensure even cooking until lightly browned. Remove and set aside.

Using the remaining oil in the wok, sauté the sliced onion and white parts of green onions for about 1 minute until softened.

Add the cooked wide rice noodles and stir-fry for 2 to 3 minutes, stirring occasionally to prevent sticking and ensure even cooking.

Pour in the pre-mixed sauce ingredients (oyster sauce, soy sauce, and sesame oil) and toss well. Add mung bean sprouts and green parts of green onions, then add the reserved cooked beef.

Continue stir-frying for 30 seconds to 1 minute, tossing everything together until well combined. Scrape up any bits stuck to the bottom of the wok.
