Prepare the aromatics: mince the garlic, slice the shallots thin, chop the green onion into pieces, and set the dried chili peppers aside.

Mix the chicken broth with cornstarch and stir until all the cornstarch dissolves completely. Set aside.

Cut the chicken into thick slices and marinate with salt, soy sauce, cornstarch, baking soda, and water. Mix well and let sit for 30 minutes. Right before cooking, coat with additional cornstarch.

Heat oil in a hot pan over medium-high heat. Add the chicken, spreading it evenly, and pan-fry for 3 to 3½ minutes until one side is golden. Flip and fry the other side until both sides are golden, then remove from the pan.

Using the remaining oil in the pan, sauté the shallots, then add the dried chili peppers and continue frying until the shallots begin to brown slightly. Add the minced garlic and sauté until fragrant.

Return the chicken to the pan, toss gently to absorb the flavors of the aromatics, then transfer everything to a plate.

Turn the heat to low and add soy sauce, dark soy sauce, and sugar to the pan. Mix until the sugar is completely dissolved.

Add the chicken broth and cornstarch mixture (stir first before adding to prevent settling), gently stirring the liquid as it comes to a boil and thickens into a sauce.

Once the sauce starts to boil, add the black vinegar and sesame oil, then turn off the heat.

Add the chicken and chopped green onion to the pan and toss until the chicken is evenly coated with the sauce.
